UK Gas legislation

Speaker: Simon Fisher, GasCon Ltd.

This presentation will cover the UK legislative requirements for the installation of a gas system. Prior to the installation of any gas system the consultant/engineer must consider the impact of installing gas cylinders into that specific area. Confined Spaces regulations requires a risk assessment to be conducted in all areas where gases are stored, piped and used.

This risk assessment shall also consider the impact of a flammable gas and whether a full DSEAR risk assessment is required and how that use of smaller gas cylinders or other actions may mitigate the need for a full DSEAR RA. The BCGA CP4 details the roles and duties of those involved in the installation in terms of the actions of the designer and installer to ensure the system is installed in line with the legal requirements of PSSR2000. Finally, the legal requirement of a WSE to detail the service and maintenance of the installed pressure system and the roles of the owner/user to ensure that work is carried out in line with the WSE.

Learning outcomes of the presentation:

  • To ensure all risks are considered prior to the installations for asphyxiate, flammable, oxidising and toxic gases as required by the confined spaces regulations 1997
  • What can be done to reduce the risks, smaller gas cylinders, ventilation, gas monitoring and or a change of location
  • When does a system fall under the scope of PSSR2000
  • The requirements of PUWER and PSSR 2000 and how the BCGA codes of practice provide the necessary guidance on the actions of all those involved in the design and installation of the proposed gas system
  • BCGA CP4/CP6, installation requirements and the roles of the designer and installation engineer to ensure the system is safe and compatible for the gases used, installed in accordance with PSSR2000
  • The importance of the Written Scheme of Examination, the legal requirement to have a WSE in place prior to the use of the installed system and what that document entails
